What is proposed Private Plan Change 31?

Proposed Private Plan Change 31 – Te Awamutu T4 Growth Cell (PC31) is a request from L Cudby and LY & NZ Investment Ltd proposing to rezone 28 hectares of land within the T4 Growth Cell in Te Awamutu from Deferred Residential Zone to Medium Density Residential Zone and Reserve Zone.

PC31 applies to land at 540 Wallace Terrace, 5 Pokuru Road, and Ava Mae Drive, Te Awamutu, as shown in Figure 1 below. The land at Wallace Terrace and Pokuru Road is currently pastureland used for grazing activities, and the land at Ava Mae Drive is an existing stormwater pond.

PC31 seeks to amend the operative Waipā District Plan as follows:

  • Rezone land within the T4 Growth Cell (28 hectares) from Deferred Residential Zone to Medium Density Residential Zone and Reserve Zone.
  • Change and add provisions within Sections 2A (Medium Density Residential Zone), 15 (Infrastructure, Hazards, Development and Subdivision), and 21 (Assessment Criteria and Information Requirements), and the Planning Maps of the Waipā District Plan.
  • Amend Appendix S1 – Future Growth Cells in relation to the T4 Growth Cell.
  • Insert a new structure plan for the area (T4 Structure Plan) as below:
